The only deal in the US I've seen so far is Target. A $20 Target gift card is given to you once you pay for your Vita. Pretty much means you get $20 off whatever memory card you buy with the 4GB becoming free.

Agreed. It just uses good old regular whatever via shoddy java programming.
It could be your processor since it's quad core. Try restricting Oblivion to running on 2 cores (or even 1) by setting the affinity for the process in the task manager.
Intel is definitely better but there is no way in hell I'll pay 50% more for a 2-4 fps increase in games. Now days, your framerate is going to for the most part depend entirely on your graphics card.
Now if you are doing a lot of encoding, I would definitely recommend you get an Intel.
