It isn't for free. It has a discount for the weekend and the game is playable until Monday. Steam does this with games quite often, it is to get people to try the game and have a discount there to increase sales.
The ps4 and xbone versions come with all the dlc in addition to the full game. As a bundle the dlc on the psn goes for $25. that means that the base games value is $15. $40 is a completely justified price in my opinion.
