It runs well on PC. The Engine is demanding, however with 1050ti and third gen I5 you can run it on 60fps medium Settings. If you want play at competitive level, you need higher specs and 144hz. I played it on 144fps, on i5 8400 + 1070 Ti. The game are very realistic though.
Not sure how it runs on Mobile though

Mafia 2 is awesome, it is my all-time fav game. The environment is so fresh, you really get into the game. Finding out papalardo kiling your father, seeing your mother die while in jail. The Post WW2 environment where people are happy, dancing, christmas. Its so great, I am so happy.

their is huge gap between all Mafia games. Mafia games made under 2K Czech were excellent. Rest was pure garbage ( Mafia 3 )
