Certain online retailers sell PSN cards for different regions. Play-Asia does as well as CDKeys.com.
@Sunny_D Some regions do use english on the PSN store however some do not. Definitely check before making an account. Also, some of the games are actually in full english. Always read the descriptions for each game to ensure this before buying.
You will not get banned. However you will need to make a new PSN account for the Turkey Region. Then once you purchase the game you can play the game on your main account.

I got my copy early thanks to Best Buy shipping it out last week and I have to say I missed so many of these games. Altered Beast will always hold a spot in my gamer heart. =D
It really isn't difficult to get a retail copy of any game early. You just need to know where to go for them. For example, here in NYC, VideoGamesNewYork constantly breaks street dates. They did it for Street Fighter, Overwatch, FarCry 5, etc. Just got to know where to go.
