Once you get used to 60/120 or even 144Hz/fps it's really hard to go back 60fps makes every game better over 30fps and "cinematic" is a cop out.
If you really care about framerate then PC is the platform since all Xbox games will be on PC too, most games on the new consoles should have a 1080/1400/1800p 60fps mode but many sadly won't as pretty 4k screenshots sell games.
30fps is toastermatic, 24fps is cinematic.
Will probably be 4k/30fps or 1400-1800p/60fps. All games should have this option going forward.
Good as it makes zero sense to limit our options, to me frame rate is king and an upgrade should not JUST be focused on higher image quality.
