It feels off, doesn't it? I think they simply wanted to showcase the Eevee line and they thought that Espeon, which is not one of the three "obvious" evolutions would be a good fit. I think replacing him with Lapras in the remakes and newer games of the series was a good move, given it's associated with Surfa and is a "unique" Pokémon.

It's not a matter of budget but simply that the game is heavily inaccurate in its portrayal of civilian life during war, and particularly the siege it implicitely takes place on. The article explores this in depth and provides context and additional resources to aid the reader in understanding both the game and the Balkan War.
