Business 101 dictates that it's more logical to release something like Halo 4 to an established console userbase to maximize sales. Releasing Halo 4 as an exclusive launch title for the next Xbox won't be as profitable.

Kill times in Halo are longer and it takes many more bullets to kill someone in Halo than it does in generic military shooters. So, spraying and praying doesn't work in Halo and that makes your point invalid as even shooting from the hip in Halo requires more skill than shooting while aiming down the sights in other games wher two stray bullets to the leg kills you.
Are you serious? Aiming down the sights requires much less skill than shooting fromn the hip.
