So much is going to come down to location due to ping. If someone is 10 miles from the closest sever, they wont have issues, but 70 or more and you will have lag no matter what.
Diablo 3 has this issue. Some people get 50ms ping and never have issues, but others have aa little as 90 ms but that's 40ms makes a world of difference.
