Because everyone, from fanboys to writers, uses GOW as a benchmark for the ideal action game, when it clearly isn't that type of game. It is an adventure, not an action title. It lacks any sort of technical finesse or depth that a genuine action game should.
It is as simple as that.

Don't get me wrong, God of War is by no means a bad game at all. And I never claim it is at any point in the review. The difference is that GOW is an adventure game with heavy combat elements, whereas Bayonetta is a Combat/action game with light adventuring.
The distinction is such where, while the combat in GOW isn't bad, it isn't genre-defining either. Developers don't strive to match GOW's combat, because for all it's flash, it is shallow and simplistic. It never gets technical, bec...
Yes and no. GOW fanboys drive me up the wall. But like I said in another content, unless GOW overhauls it's combat COMPLETELY, it will be the same button-mashin mess that the other two titles were. Greatest action game? Yeah, if your a button mashing chimp, maybe.
Bayonetta takes the best from several great action titles (Viewtiful Joe, God Hand, DMC, and Ninja Gaiden) to create some of the best action this generation.
Yeah, the title may be fanboy-ish, but unless God of War tightens its combat considerably, the odds are it will be just like the previous two titles; great production values and high polish, but shallow action games. And i'm speaking strictly from a combat/ action perspective.
