Jin-Roh came well after The Red Spectacles...actually read the story...KZ2's inspiration came from WW2 overall when it comes to the helghast gas masks and attire...The only thing you can pin GG on with Killzone's influences is the Helghast's look, everything else is "pretty" original like the storyline and the other factions
Almost every game has some type of "influence". A game creater's inspiration usually comes from some type of outside agency. In this case, the Helghast's look was designed partly off of elements of WW2 like the gas masks and helmets and some of the rest of the attire.

I think for gameplay that's confirmed to be in pre-pre alpha stage that it looks awesome. I can honestly say that some aspects of this has exceeded the trailer.
