To be honest, we really don't know for sure since it can take a very unexpected turn (take a look at DQIX nearly outselling the most sold JRPG in Japan, FFVII and not to mention the PS3 currently stabilizing at 50k despite no big big releases... Maybe except Vesperia).
I'm hatting that it will reach 2.4m since it's the first HD Final Fantasy and it's in the top charts of Amazon and Famitsu's Most Wanted (surpassing DQX).

Me having only the PS3 (and DS and PSP :P) and not liking the X360 offerings, I'd say both systems will have great lineups, and it all depends on what the consumer wants.
