actually it is , ps3 sales are under tracked by 2 million by vgchartz and a major part of that must be in europe,so yes the total install base of ps3 in Europe is higher than what is shown here
ps3 launched in nov 2006 in us and japan a year later than 360 and march 2007 in europe a year and a half later than 360 so that's about 3-3.5 years
