It's free. They give you a ton of tools to start with for free, and you can buy extra textures, characters, props, brains, what-have-you.
It's F2P. Not a full retail release.
I've seen what can be done with Project Spark, and even in it's infant stage, it looks like it's going to make huge waves in the industry.
I'm glad they took all the money away, and this new glitch looks like it takes too long and/or is very hit or miss.

The ONLY reason this is such a big "issue" is because it's the biggest game of the year, and it's exclusive to Microsoft.
