I'm sorry but that is no excuse, they knew they needed to cater for the playstation 4 and Xbox One from the beginning, they should have invested a lot more in to the optimization for these consoles as there are many other games have proven that this can be possible.
I get what you're trying to say but Mafia 3 wasn't hyped nowhere near in the same level as Cyberpunk 2077, CDPR literally said it would be a "next gen" open world and it was far, far from that, nothing next gen about it at all
