i guess this depends on the dev tbh, we see some devs more supported by MS, others by Sony, it all depends.
It's not about the most powerful console, it's about the biggest fan base.

Sony doesn´t care about e3 anymore, we already knew that when they announced Last of Us 2 outside of e3, i mean if you announce your biggest game outside of e3 it´s a signal you just don´t care about e3 anymore.
So yeah PSX is their new e3 and they couldn´t care less about e3, they go for e3 and show the gameplay of the games they announce at PSX in the future probably.
Kinda sad about that because i always thought of e3 has the best ...
