When used correctly the PS3 is head and shoulders above the 360 in processing power, so why are they settling for less?

It looks so awfully static and "gamelike", kinda like Assassins Creed II's cutscenes but not as bad. It reminds me of Elder Scrolls : Oblivion for some reason.
