From someone who played both versions at E3 they said the PS3 version still looks better but not the drastic difference like the first.

ModNation Racers and LBP on the PSV are going to provide a lot of fun. I more excited now about creating instead of jut playing everyone elses levels.

PSP is not as popular outside Japan but the PSV has more hype so how they deliver it could be whether it would release on the PSP or PSV.
I think it makes sense because it would sell more IMO as a launch title but at the same time he won't confirm it because it is a big decision and one that could annoy the Japanese players...
