If you have to render, civ cars, breakable objects and drive anywhere. Its different to a track where there are barriers everywhere and you are closed in.
They also might have a good looking intro of a map (driveclub) but it don't mean crap when you can not even drive there. This is where the developer and play tricks with people.

They are just bad screenshots and not a good way to show this game off.
The rain video is a good example how this game looks.

2. There's a chance that H2 Anniversary campaign could run at a different resolution to accommodate the second frame buffer. But the intent is to overcome that hurdle.
