What you're talking about is an RPG that changes outcomes - history paths based on player decisions, which are very few and between in the RPG genre as a whole, and to which the games you single out are examples. But if to you, an RPG requires that then I guess ALL Final Fantasy games are not RPGs? oh and neither the Zelda, Shin Megami Tensei, Disgaea and a hell of a lot more series in which every game is by miles more of an RPG than Mass Effect 2 was...
