I think the way they might be looking at it is that the 360 is a big shooter platform so they are hoping to get the majority of the sales from them by enticing them more since it seems to work with the COD franchise. Just my opinion since shooters tend to sell a lot more on the 360. Plus if MS is giving them money for the exclusives then that just gets them closer to their goal faster.

Now that would be a slap in the face if they forced a hidden firmware update without alerting the user that it was downloading in the background on their console and change the whole root program/keys on everyone's PS3 trying to connect to PSN. Even smarter would be to put it on a game disc and make it download like it was just part of the games mandatory install.

Plus Gamestop and other store always just give most games a made up date of their best guess when it might come out until they get something official. They actually patch a few user created maps into the FarCry 2 ranked list that were created well balanced that the community liked. Would have been nice if they could have kept adding more good user created maps to the Ranked list of maps.
