Dragon Age was the closest game to Baldur's Gate. Sadly, Dragon Age II is deviating from that formula. I don't know why . . .
They put thick black lines around the character models to give it a comic book style. But it is definitely not cel shaded. Guess it's too late to edit the video tho.
