Actually The Witcher 3 was $35 + both DLCs during the fall steam sale. It might go for the same price during the summer sale

IF, it comes out with a better line up of 1st party, new IPs and 3rd party support games, yes. Otherwise it will be a powerful machine that will play the same old games (Halo, Gears, Forza and a couple more)
