On the "What's New" tab under the time and date, for me atleast, it daily reminded me about Welcome Back. It's pretty hard to miss while you're on XMB.

The only accounts being granted the "Welcome Back" gifts are those accounts active from April 20th and before. No new accounts will be given recompense, because they don't need recompense.

MS chose to keep the resolution of Kinect locked at half of what it can actually do. With the PC, this isn't the case because you can simply use the best resolution. The camera can see fingers like you said easier because of the added resolution. The problem with Kinect on 360 though, is that MS would have to unlock the higher resolution by firmware update. That could mean problems to the games already out. I read in a statement from MS though that it's a possibility, but they need to...

That makes no sense... I don't have a gaming PC, but why would you get it for PS3 instead? Wouldn't the PC version have the mods, the better graphics, etc.?

That's simply because the PS3 doesn't NEED these! It never has, and is already extremely accessible. That's why M$ took note and created their vertical XMB knock-off, or new XBE.
Uncharted 2 was pretty hard to follow up on in terms of sheer badassness. They did a great job, but even for me, Uncharted 2 was still more memorable. They're both sick games though.
