You hear about bans all the time in OW because Koreans have an issue with cheating. You don't get banned for any old thing. Kaplan at no point said he would ban people for KB+M. He just said that he frowns upon the action and hopes manufacturers prevent it using them in the future.

That issue occurred because the BD drive in the PS3 has horrible read speeds. It's also the reason the game also had atrocious load times. Since its going to be a PS4 game then we can expect those issues to go away since its going to be installed to the Hard drive.
