That sounds almost like what gaming media and early hackers & modders discovered about SimCity, after the 20 minute check-in time.
To me, it seems the problem is not so much from the popularity, but the fact that the original levels are in the game, all while the original game is still for sell. For example, in this following link, some of these fan games have been posted since 2003, but none are allowing you to play the original.

Anyways, sounds like more developer BS. Based off of the way Hideo Baba was talking in the article, it doesn't make sense to upscale two PS2 games to one PS3 game, and then localize them instead of localizing two Vita games straight from existing Vita games -when your team is supposedly stretched so thin.
