You want to know why Devs dont want to optimized PC, because that platform is irrelevant to AAA multiplats. Most people on PC have on par with ps4 pro hardware but they choose to play games that play and look like ps2 games, example DayZ, H1Z1, Conan etc.
More like they would feel sorry for you that you're bringing that in public.
