It's a Japanese game, they're probably more attracted to this than a Western game. Either that's the case, or it's a better game than UC2.
No it's rated lower because Sega did a bad port. Lower res textures, shadows aren't as good as 360's, and framerate drops.
Famitsu? Biased? Get your facts straight, they love the PS3 more than anything. Also, if it's 2 pts it's still a good idea to buy the better version if you own both consoles. If you're going to spend 60 bucks, might as well get the best.
