Change your IP to a dynamic IP address and the should then be seen as on the same network.
I use 100MB Sky internet and it works just fine, with no lag.
This isn't the fastest internet available but Sky seems to be pretty stable and hardly ever gives me any trouble. Except for when it went down for two hours the other day, lol.

To be fair, the app does seem a little volatile and Sony appears to have dropped the ball a little.
However, there could be many reasons for the app not working and your best bet would be to contact official support.
Try uninstalling the app and then attempting communication again.
If that doesn't work then try uninstalling again and then configure communication manually as outlined in the article.
If it still doesn't work try logging out of PSN, reinstalling and attempt communication.
Failing that, get in touch with Sony and quote your error.

When I tested, I used my quite old Xperia and it worked great.
The controller is very responsive as well. Great for sitting in bed I suppose, but some kind of stand is required.
If you have a larger tablet, you're golden.
I thought I would try to outsmart the system and mirror the display to the TV, but the lag is too much and the resolution is poor.
Perhaps it's better on newer mobile devices.
Still an amazing offer for free though.

Lol. Just finished it and its far from a game of the year contender. The sheer amount of bugs alone ruined my experience, which, given the amount of Beta testing that was done is hilarious.
Not to mention the ludicrously short story campaign, woeful looting system and uninspiring level design;
- 4 hours
- played through the campaign and got no decent loot, not even endgame rewards
- cloned levels are a joke. This isn't 2001.
