Well Reach was made by a fraction of their team, in the span of less than two years. The rest of their team was working on ODST or Destiny.
It was really their chance to experiment with the campaigns more than anything else. Reach was all about bigger, open levels. Thus the multiplayer levels ripped directly from the campaign.
Holy crap, reading the Agree / Disagree spread of the comments below remind me that this site is FILLED with PS3 fanboys. Every article that's favorable to the PS3 is lauded with praise, and every article that's critical is deemed stupid and unfair.

We want better tech so developers can work with less limitations. LA Noire was spread thin over three discs on the 360. Imagine the depth of a world like GTA VI if developers could fit in every ounce of detail they wanted.
In other words: new tech gives room for developers to breathe. In turn, fans get better games.
The multiplayer is what keeps GTA IV in the weekly top ten most played games.

LA Noire deserves a mention. I'd have swapped that with Gears 3.

Uncharted has dialogue, acting, and cinematic quality. But there's always been that disconnect between story and game. It felt more like an interactive movie at points.
Games like Bioshock and Half Life 2 master the gameplay / story mix perfectly. Bioshock Infinite looks to do better, without the crutch of the "silent protagonist".

1) Why would they reveal a new Arkham in such a horrible way? Plus, Joker isn't even in the sequel.
2) Thugs in the game joke about this. Think of it like M'aiq the Liar in the Elder Scrolls series, the developer messing with fan expectations.
I wish people would stop bringing up the possibility of returning characters. GTA IV was the start of a new universe for Rockstar. CJ, Tommy, Claude, and every other character from GTA III-San Andreas DO NOT EXIST.
We'll likely see characters return from GTA IV, but in small roles / cameos. Why would you want to see Rockstar retread the same characters that have already emotionally progressed as naturally as they can go?
ODST was released in 2009, Reach in 2010.
After Halo 3 launched, seperate teams were:
1) Supporting Halo 3 post-launch. Maps, matchmaking, etc.
2) Making ODST
3) Making Reach
4) Working on Destiny
