If you are sucking hard, it will provide more ammo and equipment and tone down the number of enemies and spawn points, but if you're doing really well it will decrease ammo and equipment points and give more spawn points for the infected and special infected to come at you.

Actually I have heard of the HBL, that is not kernel access just an exploit which easily got patched with the 6.30 patch and now they are going to soon announce the game which has the exploit for the 6.30 that too will get patched.
