Wii is a next gen console (regardless if you consider it or not, it is), if the reviews are done how you say then the graphics on a Wii game would never go above 7 but they do, because the standards are set against other Wii games.
No, it's because it is reviewed against other Ps3 games, not the 360 version.
Ninja Gaiden Sigma was one of the best games I played and I enjoyed the Sigma 2 demo, I think I will definitely be getting it.

All games are not graded on the same scale against all others. 360 games are graded against 360 games at the time of release.
Console games are not graded over EVERY Console game.
