Nobody has mentioned this in the comments or article but the problem is actually Japanese developed games. Everyone went forward while they stayed behind.
By the time it gets to the States, they don't put the time and money into voice acting or good translation.

They've been using the same voice narrator for years now. He just doesn't sound like his voice belongs in Rockstar's violent games.

The graphics in this game are mediocre. The cities look like ghost towns and nobody wants to play this game standing up like a douchebag.
