As with anything with good intentions, it will get exploited. Sad but true.
I already know what one thing will be. Later on this year, after some of the other dlc stuff there's going to be a Halloween themed dlc where you play as a werewolf just like Infamous 2 had Festival of Blood. The movie posters throughout the game are a dead giveaway. Joel's going werewolf mode. Just a guess, but I'm betting on it.
