Well, it's PC. You know how it goes. I haven't encountered any major issues myself after 30ish hours of playing, but I wouldn't surprised if others have.
On Steam is shows up as DLC so it looks like you'll need the base game to be able to play this. The game is 60% off right now, though.
This opinion piece is clearly biased and just ridiculous. Aside from a couple of exceptions, Sony didn't show any new games this year and ended with a huge cut scene masked as a Spider-Man game.

You can also get it as a standalone expansion so you wouldn't need the original to play this DLC.
It's a pretty good game all things considered and don't let them tell you otherwise.
