Firstly, 2 million out of 38 million is only 4% which isn't a large deviation - it is all relative. For a firm tracking worldwide sales (including estimating for countries like South Africa, Taiwan, Korea and other areas which are next to impossible to track) for free, a 4% error wouldn't be bad.

Secondly, Sony counts a sale as a unit sold into retail, VGChartz counts a sale as a unit sold to a consumer. It is entirely reasonable to have 1-2 million units of something...
