A little bit of foresight makes a world of difference. Ram prices look cheap even now compared to locking yourself to a closed ecosystem that makes you pay a premium on everything. Long term that adds up quite a bit.
Steam’s game sales are estimated to have generated over $16 billion this year, with another $4 billion coming from commissions, all with fewer than 400 employees. That level of output makes Valve one of the most efficient companies in the industry. Hardware isn't their main revenue source, they'll be fine regardless of the outcome.

Studio incompetence?
Won't speak for PSN, but aside from the occasional AAA DRM exception(unless otherwise removed post-launch), Steam makes it easy thanks to being on an open platform. You download the game, bypass Steam’s deliberately thin DRM, move the game folder wherever you want, done. License be damned.
Moreover, if you're using a CPU released within the last decade such as the recommended i5-8400 you'd still be fine upgrading to a 5060ti, the bottleneck would be negligible to performance.

Much of the initial issue started after Sony tried to require all Helldivers 2 players to link a PSN account, even in countries where PSN isn’t available. This meant many players who had already bought the game lost access entirely. It was a short-sighted, and frankly stupid anti-consumer move just to artificially boost psn user numbers to impress shareholders that didn't help perception in regards to regional restrictions going forward.
Pretty easy skip. The first one was very meh, serving as evidence that the Obsidian that made New Vegas is long gone.

Usually ini. editing involves changing settings that may not be available options within the game's settings. Fallout 3 for example has an ini bracket for grass length and density, you can get really specific with it to produce results like this. https://imgur.com/a/OjwFFCb
