I think most games and their developers dont use dx10/11 because dx10 is mostly just shader enhancement (taking advantage of pixel shader 4), and dx11 is hardly a visual-jump (it's mostly just things you cant see - uses gpu for more things and better multi-threading, which most ppl don't care about)

...at least to Americans. Anyone can get into it, it's played by everyone and their friends. It's not really a difficult/confusing game, just like NASCAR is not difficult/confusing either. You run fast and shoot 5000 bullets, they drive fast and make 5000 right turns.
Why is Starcraft popular in Korea? Same reason, just a different culture and game. Why is Japan into Love Plus? Too many guys with DS's and not enough girls.
