Its only for Valve's games. period. There is content thats going to be given through the network to games that Valve makes with Steamworks but thats all.
Steamworks is there to give what Steam PC gamers get from Valve's games, free updates, free dlc and crossplatform play.

No Steam full but I would not be surprised that after they announce the features from this a Steamworks version will be used with the next Valve game besides Portal 2 since its alittle too late now.
