What is your processor? I'm guessing a highly overclocked 2500K or maybe one of the newer i7's? Because I saw someone who said he was getting around 45-80 with a 2500K and a GTX560 Ti.

Having the exact same problem here. With a GTX 560Ti and a Q6700, it doesn't matter what graphical settings I lower, I always get major FPS drops in towns. Get a GTX660 Ti. You'll get very close performance to a GTX 580 while using less power than a GTX560 Ti. Also as far as I know most of the new ones come with a Borderlands 2 download coupon.

Same thing is also present in ARMA 2 and Borderlands 2. Although latter uses CPU more efficiently than the horribly optimized ARMA 2 engine that doesn't use anything to it's full potential.
