I think Sony wants to keep Arrowhead to themselves instead of going to different publishers to keep owning their new games and IPs.
i know nixxes is porting the game, but long term Sony will have priority for Arrowhead next game and they get to own the IP. Also other possibility Xbox gamers may purchase a PS to play their next game.
I think Sony knows it would be a loss for the game, but long term Arrowhead may not make their next game on Xbox and keep it to PC & PS.
My conspiracy theory, HD2 is releasing on XBox to appease Arrowhead and Sony secretly wants the game to fail. This allows Sony to show data to Arrowhead their games have no future on Xbox and keep their next game an exclusive.
