Tbh, I'm still running my PC from 2013, just with graphics card upgraded to a GTX970 when those came out. Cost me like £1030 with a GTX 670 and i5 3570k when new then about £410 on new GPU and case and it still runs fine for what I want. With overclocking that CPU still holds it's own today but like I said, most people aren't gonna buy PC's purely because of the initial cost.
As much as I enjoy PC gaming, it's just not as convenient as console...
Personally, I don't care either way because I'm not tied to one console. PS for exclusives(which no one rags on them for trying to buy starfield exclusivity. Or buying modes for modern warfare so Xbox players can't get them.) PC for PC exclusives and Xbox for everything else. Now also their exclusives because they're going to have a serious line-up this gen. Peace.

If PC's were the same price as a console then yeah, but you're paying well over a grand for (a not even very good compared to the high end stuff) gaming PC. On which there's a lot more tinkering and fannying about that you have to do compared to a console. Most people just don't care for all that.
Reading the comments on this site, you'd never imagine that gaming was supposed to be a fun thing.
To be honest, when I first saw the RE8 reveal, I was thinking it was a Van Helsing game. It was very confusing.
