The gameplay definitely isn't like Heavy Rains, so I guess he means in the way the story is delivered.
No disrespect to Remedy, as I think they're good devs too, but they've never released a game in the 90's metacritic. Whereas Naughty Dog has been pumping them out for years and made the two most awarded games of their time (TLOU and Uncharted 2). I would say theyre better than Guerilla though gameplaywise.
