you can: 2 possibilities
1.just drive over and give him/her all of your discs (if he/she is close by) and make sure you know them well. I don't know how many time i have lost my games because they got misplaced, or people don't return the games (they lost it, or don't remember to).
2. mailed them to him/her if they are far away (price for shipping have gone up drastically in recent years so think carefully before you do)

And in 3rd world country, most people are living. in Poverty or worst, starving. The last thing on their mind is not having an internet connection to play games. many don't even know what it is.
If your area don't have reliable connection, it means that the internet providers arent making money there (people can't AFFORD it). If they can't afford something, should they prioritize other NECCESSITY, like job, house, food , instead ...
So where do u think those money going into xlive? Didn't they just expand their server to 300k? Maybe MS treat people smarter than they really are where as Sony have to explain everything because Sony know exactly how they are. It has been said for a longtime that online services required money to maintain, u can't improve a service if there are no money going into it. It is business 101 and i thought people would understand it by now.

No, what he meant was that u can access all of your content any where u go and on any mobile devices (people own multiple mobile devices, so how can u give them the ability to connect all of them is the key) instead of being stuck to the console if u want to access your content. There are good reason why it might not be exclusive:
1. it is 3rd party SE
2. this game has probably the longest development time, so selling as much as they can by putting it on more consoles help recuperate the cost.
