Basically it acts like a download manager where it open multiple connection slots when downloading to increase its DL speed.
You could also use PSN Download Manager, less configuration than this, you'll just input the proxy address and its port, that's it.

they're just same today (they need to be opened) but on PS3, its just meant to downgrade (depends on the unit) to the firmware where hacks are available but playing the latest games is still unavailable.
IRCC, if you have any paid transactions before like buying retail copies or extending the subscription of your account will entitle you to premium account and you can get more benefits under their "legendary" account via monthly fee basis.
