No wrathman, its because lots of developers are incapable of adapting to different hardware until it becomes the mainstream. PS2 used to be hard to develop for, but then it became mainstream and devs made money and suddenly they wanted to learn how to use it.

Microsoft were too desperate with no good games coming out that they HAD to use their stupid little wallets to buy games which were meant to be multiplatform in the first place.
I think all exclusive expansions or DLC (from both sides) is a horribly stupid idea. If the games multiplatform MAKE THE DLC AND EXPANSIONS MULTIPLATFORM.
