Agreed. Nothing but a carefully worded PR statement. The important qualifying part of the statement here is "97% of cheaters IT CATCHES". Well of course anybody who is caught is banned within 30 minutes. What about the ones that dont get caught? The important part is what percentage of the total cheaters actually get caught. This statement is the same as saying that out of 10,000 cheaters we caught 100 and 97 out of those 100 were banned within 30 minutes.
