GTA IV had this problem, open areas with online players with nothing much to do, people soon invented ideas.

Xbox Live is an overpriced outdated idea. Online should be free then offer much more for reasonable prices that keep Microsoft happy and customers want to spend.
Many offer something free then offer more services for a fee as a way to get the customer engaged.
