This isn't out of the norm, all current gen R* open world games have had similar budgets. It's been years in the making I doubt pushing it back 5 to 6 months will allow them to put the game on next-gen platforms.
They said you can explore City at your leisure so that's more than enough for it to differentiate itself from other titles. Also, Dishonored was inspired by Thief.

The naval battles were appealing because they were never in your face but now they are making a game that revolves purely around it, if that's not milking I don't know what is.
They need to start fresh, since brotherhood it's only been disappointment after disappointment. Give it a break or do a reboot or something.
