It's actually not a bad idea. It would take developers like 5 lines of code to determine what "ultra" settings are turned on for a ps4 ultra system.
This could be something as simple as multiplying the anti aliasing by an extra integer (less jaggy edges). Or going from 720 to 1080 resolution. Or from 1080 to 4k. It's not going to confuse the market. It'll just offer a better looking game. Gameplay (nix potential frame rate anomalies) will remain the same...
