Hmm just re-read something, about the qualify part, does that mean you have to prove your excelence or even possibily get MM sign of approval before your aloud to sell something?
If so it could work, but i still dont like the idea of it because soon enough itl be a wash of good levels you would have to pay for and there will be no good free levels, because why keep your awsome level free when you can charge for it?

Halo 3 is CRAP ok, the single player i didnt even play attempt more than twice because the medeocreness pissed me off.
Online is O-K but there are so many better experiences out there like COD4 or Warhawk imho
the only good thing about it is team doubles, i play team doubles with my friend sometimes and its pretty fun.
